SHELLEY (Adolphus).
Regulations for the shipping and boats in the Port of Victoria.

One of the earliest printed regulations for shipping and movement of boats in Victoria Harbour, the lifeblood of the nascent British colony. This example was issued to the ship 'Hygeia'. A Hong Kong newspaper entitled "The Friend of China" carried a sale notice on October 10th, 1842: "The British barque Hygeia, 337 tons. Carries and sails well, in fine order. Well calculated as a receiving ship at one of the northern ports. Copper cladding, spars and rigging all nearly new. Apply to Gideon Nye at Canton or C. Fearon at Macau." Gideon Nye (1812-1888), was an American diplomat and merchant, who arrived in Canton in 1831 and lived there for over 50 years.

"1. Masters and others in charge of Merchant Vessels are required to hoist their numbers on entering the Port of Victoria. The demand will be made from the Harbour Master's Hill and attention is particularly required to all signals." "13. Seamen or other persons dying on board any ship shall not be thrown overboard within the limits of the said port under a penalty of $25..."
